Dr Zarakol will be presenting a section from her new book project "Waiting for the Barbarians: Perceptions of 'Rising' Powers." The section she will discuss deals with recent American foreign policy and especially with the preoccupation in American foreign policy circles with the so-called "Rise of the Rest." How analysts in the US imagine the rise of the Rest has much to do with how Americans "remember" the rise of the US to global hegemony. In fact, "rising power" analyses tell us much more about the mind-sets of the analysts themselves and the larger American milieu than they do about the countries so designated. In other words, while the projections about the "Rise of the Rest" present themselves being all about the future, such documents are primarily about America's past and contemporary anxieties.
